The whole system should further improve its political position, thoroughly study and implement General Secretary Xi Jinping's important exposition on a new type of industrialization, firmly establish and practice the concept of "green water and green mountains are golden mountains and silver mountains", with a sense of urgency and responsibility that is always uneasy. Carbon synergy; accelerate the construction of green manufacturing and service systems, in-depth implementation of green manufacturing projects, strengthen the construction of green and low-carbon standard systems, and actively create green consumption scenarios; accelerate the promotion of industrial energy conservation and efficiency, build a clean, efficient and low-carbon industrial energy consumption structure, further promote the improvement of energy efficiency in key industries, and improve the industrial energy conservation management system. Comprehensively promote the conservation and efficient use of resources, accelerate the construction of a resource recycling system, and strive to improve the level of industrial solid waste reduction and resource utilization.
